hmm, 22 year old cougar, divided by half = 11. Then plus 7 = cub age 18. I'm going with that.

Really I like this model -- it's progressive over time.

i should add that i'm NOT 22. I just meant to make an example of how the rule basically fits most US states legality on the lower end, but grows broader over time.
