Yes you can investigate people to a certain extent and it is free.

Although to go any further certain site's do charge by the month or so.

If that's what he is doing and being charged and offering the service for free.

Well then it's technically free but at his dime.

Those pay-by-the-month search sites are not up to date. You're wasting your money. I tried a couple of them, ran a search on myself. All inaccurate information. Google search is much better.
