I'm not particularly formal, but "cutie" doesn't even sound appropriate, especially coming from a guy who's a lot younger than me.
I also dislike "Hey sexy" right off the bat: I don't need anonymous strangers to stroke my ego (of course, if I get to know someone then that kind of appreciation is welcome).
